Funders usually over promise the effects of their funding strategy on population well-being. Here is a picture which places this relationship in perspective. It shows that the funder's strategy to turn an indicator curve must be framed within a larger strategy. Performance measurement plays two roles in this picture: first as a means to assess how well the grant funded components work, and second as a way to assess the operations of the funder's agency itself.
